This software tool lets you create and edit icons.

This is an icon creation and editing tool available for working in Windows 7, Vista and XP/200x/NT4/ME/98 environments. The tool can handle ICO, ICL, NIL, EXE, DLL, GIF, TIFF, BMP, JPEG and PNG formats. Open, extract or convert to icons operations can be handled in these formats. The icons created can be saved in true color, 256-color or 16 color ICO, as well as GIF, TIFF, BMP, JPEG or PNG files. Creation of icons through paint operation is available. There are many levels of undo/redo possible on the projects thus making sure you get exactly what you want. If not, you can always go back and correct the mistakes made. Screen capture could be a very quick alternative to creating a new icon and is available. This is a means of creating photo realistic icons. You would be able to search for available icons or to get inspiration from.

Icons can be created in several sizes, going right up to 256x257 pixels size. Other sizes possible are the usual 16x16, 32x32 and the 48x48 large icons. Multi image ICO files are possible too. From one larger image, you could use "File | Save As..." menu command, and select "Multi-Image Icon (*.ico)" file format. Smaller images will be created automatically and included in the file. Multi icon files could also be created starting from icons in different sizes. The interface is nice and simple. It would be possible for even beginners to get started easily. This is quite a handy tool for the job.
